According to Anne Williams, Jigsaw Puzzles, An Illustrated History and Price Guide, the history of the production of "Fair" puzzles is rather complicated. Many were produced from the 1930's on, by E.E. Fairchild Corp. See her definitive work on jigsaw puzzles for more detailed history.
